Background
KPI Monitor xApp is responsible for:
- Subscription for ... message in the simulated DU
- Receive ... message and process it
- Report metrics via a VES event

xApp is a first step towards an xApp that collects metrics from CU and DU and stores them inside the RIC for other xApps to consume.
