As noted in the link that you point to, these are mirrors of the repositories kept in https://gerrit.o-ran-sc.org/r/admin/repos. You can use checkout either one of them, but for any contributions I would suggest using the latter.
Contributions to the project are always welcome, and can be made by pull requests that are submitted towards the project. If more details are desired, please feel free to attend any of the meetings identified in the calendar.
